Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: positive announcements are delivered from different nations. Immense energy is expended on managing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a capability provided through current data. From witness perspectives, defense planes that had been scrambled to intercept incoming cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its target.
Intermittently, this continued until dawn. Kyiv awoke to the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that regional partners are demonstrably unable to fill in the immediate future.
Failed Diplomacy
The 28-point plan from US administration sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, undoubtedly, continue.
Tactical Assessments
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a premise familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through statements or actions, from assuming that the situation will not change more in its favour in the near future.
Conflicting Perspectives
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but preventing a entire defensive failure until situations evolve in its advantage.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unacceptable, so that their priority does not shift toward homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.
These two forces are guiding negotiations.
Assessment and Future
It took a just a single week to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
